The City of South Bay held a Commission Meeting on Tuesday, September 7, 2004 at 7:00 pm at City Hall Commission Chambers.

Upon request of Mayor Anthony, Commissioner Kyles MOVED and Commissioner Wilson SECONDED to approve the consent agenda as presented. The vote was 5-0, Mayor Anthony, yes; Commissioner Kyles, yes; Commissioner Walker-Turner, yes; Commissioner Wilson, yes, Vice-Mayor Berry, yes.

RESOLUTIONS

Resolution No. 42-2004 – Per request of Mayor Anthony, Commissioner Walker-Turner MOVED and Commissioner Wilson SECONDED to approve Resolution No. 42-2004, a resolution supporting a referendum to be held on November 2, 2004 for the levy of a discretionary half cent sales tax by the School Board Of Palm Beach County for the purpose of financing a comprehensive plan to construct and renovate public schools county wide. The vote was 5-0, Mayor Anthony, yes; Commissioner Kyles, yes; Commissioner Walker-Turner, yes; Commissioner Wilson, yes, Vice-Mayor Berry, yes.
 
Resolution No. 43-2004 – Per request of Mayor Anthony, Commissioner Kyles MOVED and Commissioner Wilson SECONDED to approve Resolution No. 43-2004, a resolution authorizing payment to the Division of Emergency Management Bureau of the Compliance Planning Section  ARP/RMP/UNIT. The vote was 5-0, Mayor Anthony, yes; Commissioner Kyles, yes; Commissioner Walker-Turner, yes; Commissioner Wilson, yes, Vice-Mayor Berry, yes.

DISCUSSION ITEMS

II. Rate Study -  Charles Sweat, Government Services Group – At the last meeting the Commission authorized us to go forward and hire your MG to do a rate analysis for the City. Rob Orri, President, Public Resources Management Group, stated that the water and wastewater rate comparison from communities of South Florida’s east to west coast are charging right now.   Presented a five year study showing the comparison in rates and the budget we  is called the budgetary process on a cash base analysis   used by the Board of  Public Service Commission. We recommend you no longer use the wastewater plant for the city; we recommend that you purchase the use of water and wastewater services from the City of Belle Glade in a regional type approach. GSG will negotiate from a charge of $2 - $4 per thousand gallons of usage. The City needs a substantial rate adjustment to make this work, and we are looking at a 40% rate increase.
