CITY COMMISSION MEETING
MINUTES
MAY 4, 2010

A Regular Meeting of the City Commission of the City of South Bay, Florida was called to order at 7:00 P.M. in the Commission Chambers at 335 S.W. 2nd Avenue by Mayor Shirley Walker-Turner. The Pledge of Allegiance to the Flag of the United States of America was given by all in attendance.

Commissioner Kyles moved to approve the Consent Agenda as amended to read that Commissioner Jonhson was present at the Public Hearing and to correct the name under Public Comments from Robert Clyde to Robert Clark. The motion was seconded by Commissioner Linda Johnson. The vote was Commissioner Johnson, yes; Commissioner Berry, yes; Commissioner Kyles, yes; Vice-Mayor Wilson, yes; Mayor Walker-Turner, yes.

Vice-Mayor Wilson moved to approve a Proclamation declaring May 2nd through May 8th as Municipal Clerks Week. The motion was seconded by Commissioner Kyles. The vote was Commissioner Johnson, yes; Commissioner Berry, yes; Commissioner Kyles, yes; Vice-Mayor Wilson, yes; Mayor Walker-Turner, yes.

Commissioner Kyles moved to approve Proclamation proclaiming May 8, 2010 as the Aids Coalition of the Glades, Inc. Day. The motion was seconded by Commissioner Johnson. The vote was Commissioner Johnson, yes; Commissioner Berry, yes; Commissioner Kyles, yes; Vice-Mayor Wilson, yes; Mayor Walker-Turner, yes.

The City Commission presented Certificates of Appreciation to all the dedicated employees of Rosenwald Elementary School expressing the City’s appreciation.

Commissioner Esther E. Berry gave an update on the request for a new Rosenwald Elementary School. She said that the City should send a follow up letter to bring attention to the two resolutions that have been adopted by the Commission to the School Board. Commissioner Berry moved to do a follow up letter to the School Board bringing attention to the two resolutions that were previously adopted by the Commission. Commissioner Kyles second the motion. The vote was Commissioner Johnson, yes; Commissioner Berry, yes; Commissioner Kyles, yes; Vice-Mayor Wilson, yes; Mayor Walker-Turner, yes.

Commissioner Kyles made a motion to adopt Resolution 32-2010 authorizing the Mayor to enter into a fourth addendum to the Law Enforcement Service Agreement with Palm Beach County Sheriff’s Department. The motion was seconded by Commissioner Johnson. The vote was Commissioner Johnson, yes; Commissioner Berry, yes; Commissioner Kyles, yes; Vice-Mayor Wilson, yes; Mayor Walker-Turner, yes.

Vice-Mayor Wilson made a motion to adopted Resolution 33-2010 declaring May 25th 2010 as National Missing Children’s Day. The motion was seconded by Commissioner Kyles. The vote was Commissioner Johnson, yes; Commissioner Berry, yes; Commissioner Kyles, yes; Vice-Mayor Wilson, yes; Mayor Walker-Turner, yes.

Mayor Walker-Turner requested that the City Manager provide a detail report of expenditures including vendor names.

The City Manager reported that the annexation project would require two readings. He said that S.W. 12th Avenue and the Water and Waste Water Plant bids have been received and that the selection committee has selected two firms in final contention and that the work will begin by June 1, 2010. He reported that the GUA will be holding their Board Meeting at South Bay City Hall on Wednesday at 2:00 P.M. He said that the Finance Director list has been shortened to three candidates being interviewed.

Commission Johnson reported that (DCA) Department of Community Affairs and Their Intervener One Thousand Friends of Florida and Palm Beach County and it’s intervener, Florida Cyrstals will finalize the Land Use Agreement regarding the agreed upon site for the Inland Port. She said that this agreement will need to be approved by the Palm Beach County Board of County Commission.

Commissioner Kyles suggested that the City have to sign in and sign out log for visitors coming in to the City Hall. He said that he is concerned for the City employee safety.

Commissioner Berry suggested that the City do a Resolution Re: the Palm Beach County Bar Association.

Ms. Debroah Gadsen announced that the Annual Family Fun at the Clarence E. Anthony Library will be held July 24th, 2010.

Ms. Marilyn Humphries asked if there is another route that the Farmer that uses N.W. 12th Avenue can use for his tractors. The Public Works Director said that he has a permit but he will speak to him. He said that he probably can use the road that exists at Moss Towing.

Ms. Dorothy Davis wanted to know if the Solid Waste Company that picks up the City’s Solid Waste spray containers. She said that she pours bleach in her containers but the Senior Citizens may not be able to do that.

Lieutenant Sandt told the Commission that there has been a rash of burglaries in the City. He said that there were seven in March and six in April. He suggested that everyone keep their doors locked. He also said that he would be passing out forms for persons to fill out with a description of valuables.
